¡¡¡¡For the purposes of accelerating adjustment & reform of ¡°One Base, Three Industries¡± of Anshan city, promoting industry¡¯s optimization and upgrading, giving correct orientation of investment and avoiding blindfold investment and low-level repeat of construction; and according to relevant documents issued by state and province, we have organized and compiled this ¡°Directory Catalog for Industrial Development in Anshan (version for soliciting comments)¡± (hereafter referred as Directory Catalog). The Directory Catalog covers 10 fields of industries viz. iron & steel, non-ferrous metal, petroleum & chemistry, machinery, building material, light industry, textile, coal, medicine and electricity. In addition, catalog for resource saving and resource comprehensive utilization items is provided. The goals are to promote enterprises to pioneer environment-friendly industries and products which consume less raw material & energy and by which comprehensive utilization of resources is realized; to guide the whole society especially different enterprises have & realize scientific viewpoint of development and go the new road of industrialization thus achieving that sustainable, coordinated and comprehensive development of economy & society is realized.

¡¡¡¡The Directory Catalog concerns two kinds of industries ¡ª industries to be encouraged and industries to be restricted or abandoned. The principles of dividing industries into ¡°industries to be encouraged¡± are: they are now & in the future well required in market and have bright future of development; they are favorable for increasing delivery ability of hard-to-get commodities and favorable for opening home & abroad markets; they have high-tech contents, can promote enterprises to adopt new techniques & technologies thus they are able to make technical progresses and increase their competitive power; they meet requirements of sustainable development strategy, are favorable for saving & comprehensively utilizing resources and for improving ecological environment quality; they are favorable for giving full play to comparative advantage of energy resource, mineral resource and labor resource; they are helpful for increasing employment rate and job posts; and they belong to other cases stated in laws or administrative rules. The principles of dividing industries into ¡°industries to be restricted or abandoned¡± are: they have overmuch-productivity, and their new projects are helpless for improvement of their industrial structure; they use backward technologies that should be replaced by advanced & proven techniques and technologies; they are unfavorable for saving energy resource and protecting ecological environment; they cause great danger in production and serious environmental pollution; they produce products of very bad quality and consume too much raw material & energy; they belong to other cases stated in laws or administrative rules.

¡¡¡¡It is difficult to involve all the production capabilities, technologies and products of Anshan city¡¯s all industries into Directory Catalog. Those industries belonging neither to ¡°industries to be encouraged¡± nor to ¡°industries to be restricted or abandoned¡± and meeting relevant national laws or administrative rules can be seen as ¡°industries allowed¡±.

¡¡¡¡The Directory Catalog will be dynamically managed and regularly adjusted according to policies issued by state or province.

¡¡¡¡Due to short compile time and lack in experience, it is inevitable that carelessness, incorrectness even mistakes occur in the primary version of Directory Catalog.
